Versatile Video Coding (VVC) is a new international video coding standard [19]. One of the functionalities that VVC supports is so called Gradual Decoding Refresh (GDR). GDR is mainly for (ultra) low-delay applications. As the latest video coding standard, VVC employs new and advanced coding tools. Many of them however may cause leaks for GDR applications. Constraints, therefore, have to be imposed on these coding tools, which not only increases the complexity of coding process, but also affects the overall coding performance. This paper proposes a solution to eliminating the costly constraints on these coding tools without causing leaks.
