The compression performance of AVS3 has been greatly improved compared to AVS2 and HEVC. Since AVS3 decoding chips have not been widely used, the efficient software-based decoder is critical for the preliminary application of the emerging coding standard. In this paper, we implemented a fast cross-platform software-based decoder called uAVS3d for the AVS3-P2 baseline profile. On one hand, a non-redundant and cache-friendly decoding framework is designed. On the other hand, SIMD instructions are applied to accelerate key modules. Experimental results show that uAVS3d with single-thread configuration has a speedup of 5.82x on an ARM device and 6.77x on PC over the AVS3 reference software, and uAVS3d is also much faster than dav1d which is the fastest AV1 decoder. On Huawei Mate 30, uAVS3d can achieve 76fps decoding for 1080p video with single-thread. Therefore, the performance of uAVS3d is enough for most existing video applications on PC and mobile devices
